Many unemployed workers are drawing unemployment benefits larger than their wages were and therefore are choosing not to go back to work.

Those benefits should have been regionalized to correspond to the state or community in which the person lives.

To reopen businesses, it is essential to require that everyone wear masks. No mask, no entry. If everyone is required to wear a mask, we can open the economy sooner rather than later. It is my recommendation that organizations review their work from home policies, allowing those who can work from home to do so.

Also when considering reopening, considered a staggered work force (e.g. start time and end times).

Lastly be flexible and accommodate employees.

Open the businesses that control flow and social distancing. We allowed large grocery stores to remain open with little or no enforcement while closing those smaller businesses that could easily control entrance and distance. I work at a private prison, which the company runs for the State of Arizona/Arizona Department of Corrections.

All the inmates and staff at Phoenix West have managed to keep COVID19 out of our facility due to everyone,

including inmates, being diligent utilizing screenings upon entering and our PPE (masks, gloves, goggles/shield for eyes) and performing stringent sanitation of the entire facility.

Re-open business should be graduate, advices some business to keep some employees work from home and bring employees back to offices as needed.

Support in documented families especially those who have kids.

Returning to work should involve a transitional weaning off public support so that not all support is withdrawn immediately!

A defined transitional period , say 6 months, for business to return to previous standards should be given to allow them a fair chance to keep their business viable.

I think it's important to take all needs into consideration. Yes, we can open in a smart, safe way, but some cannot take the risk and there should be reasonable provisions for everyone. If a locality is showing signs of flattening the curve or a declining curve, then cautiously reduce lock-down restrictions.

If a locality (city, county) is NOT showing these signs continue in the lock-down mode until it does.

Do NOT use national or state curves to guide decisions to reduce lock-down restrictions for entire states or the entire country.

Allow immediate reopening. Allow businesses to decide the reasonable rate of ramping up. Do not attempt to micro-manage opening from the federal level, rather provide a period of support as the people do the work of opening.
