Returning to work should involve a transitional weaning off public support so that not all support is withdrawn immediately!
A defined transitional period , say 6 months, for business to return to previous standards should be given to allow them a fair chance to keep their business viable.
If a locality is showing signs of flattening the curve or a declining curve, then cautiously reduce lock-down restrictions.
If a locality (city, county) is NOT showing these signs continue in the lock-down mode until it does.
Do NOT use national or state curves to guide decisions to reduce lock-down restrictions for entire states or the entire country.
