Summer care for school aged kids

We would like clarification on care for school aged kids who are not in school during the summer, but require care. Do summer camp programs that are closed due to COVID-19 qualify the employee for EFMLA? Many of our employees use summer camps as "child care" for their kids during the summer months while they are working.

I think it makes sense to expand STD, PFL programs and FMLA leaves like this to all states and have the employers manage payment going forward. So many states do not have programs like CA, HI, NJ, RI, N.Y. And NJ. The states that do have those programs take too long to pay out benefits. FFCRA and application of leave and Tax Credits for Marijuana manufacturers

DOL and IRS need to clarify what Marijuana manufacturers should do. Law mandates that we pay leave under FFA and 10 weeks paid leave under Expanded FMLA. I receive updates from the DOL and EEOC on some matters. Can newly posted webinars and updates to FAQ's and enforcement guidance be emailed?

Also, would it be possible to receive emails about settlements of claims and lawsuits through the EEOC updates? These are particularly helpful when advising employers of the risks associated with noncompliance.

Documentation Required

To ensure our company correctly grants leave to ensure the tax credit is granted, what documentation is required? Should there be documentation to verify the son/daughter relationship? What documentation is needed for a school/day care closure? How do we determine if there is not another caregiver available and that a change in schedule could instead be a solution?

Definition of children

Is there an adjustment to the typical age (18) for a student to be considered a minor needing care when a school or day care is closed? For example, if an employee has one 15-yr-old child (without any extenuating circumstances such as an illness or disability) whose school is closed, but in an instance of a school snow day would stay at home unattended, is the employee eligible for the extended family leave?
