Healthcare Exemption. Please limit the exception!

I am writing from the Gender Equality Law Center in New York City, where many of our callers are employed at medical or healthcare facilities (under 500 employees). Many of these callers have requested EFMLEA leave to care for minor children at home because of school closures which is mandatory in New York. They are being denied this leave based on the healthcare exemption, which as I read it is very broad.

Adult children with disabilities are not covered equally

I'm a single parent to an adult child who has severe medical and developmental issues whose dayhab is indefinitely closed due to the Coronavirus. The new Emergency Paid Sick Leave Act does not provide 12 weeks to parents of children over 18 who are disabled and their program is closed like it does children under 18 whose school is closed. Healthcare workers with Minor Children

For Families with Parents that are both in healthcare and minor children at home school closed due to Pandemic. How does this Help and protect the minors if their company says they are not eligible from this Family First Paid Leave? Wouldn't it be better if it's amended that at least 1 parent can be with the children?
