Disability is defined differently by a variety of laws, regulations, programs, etc., and still further from state to state, agency to agency, company to company, etc. We should endeavor to have a uniform definition of disability for data collection purposes.

Creating programs similar to Schedule A for federal employment to connect qualified candidates with disabilities to opportunities non-competitively.
Employers, agents of the state, contractors with government encouraged to set aside a percentage of their staff requirements for persons with disabilities. Employers, agents of the state and contractors who do so are recognized in similar fashion to the way restaurants are recognized and examples are noted in state of the state address by governor.
Some states address civics education in the state statute.it would be interesting to see states take the next step in creating on-the-job opportunities to help students at all levels better understand the civics. These opportunities could lead to permanent full-time or part-time positions at the state and local levels.
