The states should work with local HR groups/chapters to get some viable ideas. HR Professionals have those tools already in their toolbox and have an understanding of the businesses and populations that various groups require. There are local, state and federal chapters of HR professionals that are always willing and ready to help. I have served on panels for these groups to help small business stay compliant, hire for difficult to fill positions, and to ensure morale in their workplaces are more positive.
Most employers do not utilize HR as often as they should - they often see these highly skilled professionals as the hand-holders and the paper-pushers, rather than the individuals that truly understand the human side of enterprise.
