To create more unity and help make sure citizens still feel like part of a community, why not start discussion forums or locally organized boards to help serve as a liaison between government and community? Community members can have a voice.
The communities with the lowest crime rates and highest quality of life KNOW they are part of a community (social cohesion). With all the bipartisanism that's been going on, reuniting the communities is important to American culture.
It could also help take some of the workload off of local governments and gain voter support.
