Combined paid sick and family leave - Clarify

Q. 7 of the new DOL FAQ states:However, you will not receive more than $200 per day or $12,000 for the twelve weeks that include both paid sick leave and expanded family and medical leave when you are on leave to care for your child whose school or place of care is closed, or child care provider is unavailable, due to COVID-19 related reasons.

Does this mean that if an employee is quarantined because of, or sick with coronavirus symptoms, and receives the maximum sick leave $511 per week) and following that must stay home with a child whose school is closed, they can't then receive 10 full weeks at the $200 maximum? Leave was taken for different reasons.
